測繪資質(zhì)分為甲、乙、丙、丁四級。

測繪資質(zhì)的業(yè)務(wù)范圍

國家測繪地理信息局是甲級測繪資質(zhì)審批機關(guān)，負(fù)責(zé)審查甲級測繪資質(zhì)申請并作出行政許可決定。

省級測繪地理信息行政主管部門是乙、丙、丁級測繪資質(zhì)審批機關(guān)，負(fù)責(zé)受理、審查乙、丙、丁級測繪資質(zhì)申請并作出行政許可決定；負(fù)責(zé)受理甲級測繪資質(zhì)申請并提出初步審查意見。

2014年7月1日，國家測繪地理信息局以國測管發(fā)〔2014〕31號印發(fā)修訂后的《測繪資質(zhì)管理規(guī)定》。該《規(guī)定》分總則、申請與受理、審查與決定、變更與延續(xù)、監(jiān)督管理、罰則、附則7章37條，自2014年8月1日起施行。2009年3月12日發(fā)布的《測繪資質(zhì)管理規(guī)定》予以廢止。

第六條 申請測繪資質(zhì)的單位應(yīng)當(dāng)符合下列條件：

（一）具有企業(yè)或者事業(yè)單位法人資格；

（二）具有符合要求的專業(yè)技術(shù)人員、儀器設(shè)備和辦公場所；

（三）具有健全的技術(shù)、質(zhì)量保證體系，測繪成果檔案管理制度及保密管理制度和條件；

（四）具有與申請從事測繪活動相匹配的測繪業(yè)績和能力（初次申請除外）。

第七條 測繪資質(zhì)審批機關(guān)應(yīng)當(dāng)將測繪資質(zhì)行政許可的依據(jù)、條件、程序、期限以及需要提交的全部材料的目錄等向社會公布。

第八條 測繪資質(zhì)審批機關(guān)應(yīng)當(dāng)健全測繪資質(zhì)管理信息系統(tǒng)維護機制，實現(xiàn)測繪資質(zhì)行政許可在線受理和審查，方便管理相對人，提高行政效率，增強管理能力。

如果是做導(dǎo)航電子地圖或者互聯(lián)網(wǎng)地圖，那一定要測繪資質(zhì)的，導(dǎo)航電子地圖制作要具有與完成道路數(shù)據(jù)采集和數(shù)據(jù)信息加工處理能力相匹配的人員和設(shè)備等等，申請導(dǎo)航電子地圖制作資質(zhì)的企業(yè)注冊資金不低于6000萬元。人員也要100人左右，至于測繪資質(zhì)跟一般測測繪資質(zhì)不一樣的。互聯(lián)網(wǎng)地圖制作的測繪資質(zhì)要乙級以上，人員大概20人，具體見《測繪資質(zhì)管理規(guī)定》和《測繪資質(zhì)分級標(biāo)準(zhǔn)》

測繪資質(zhì)是測繪專業(yè)必須具備的資質(zhì)，資質(zhì)等級為甲、乙兩級。

2021年6月，自然資源部辦公廳印發(fā)了修訂后的《測繪資質(zhì)管理辦法》和《測繪資質(zhì)分類分級標(biāo)準(zhǔn)》。

1．申請晉升甲級測繪資質(zhì)的，應(yīng)當(dāng)符合以下條件：近2年內(nèi)完成的測繪服務(wù)總值不少于1600萬元，且有3個以上測繪工程項目取得省級以上測繪地理信息行政主管部門認(rèn)可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

2．申請晉升乙級測繪資質(zhì)的，應(yīng)當(dāng)符合以下條件：近2年內(nèi)完成的測繪服務(wù)總值不少于400萬元，且有2個以上測繪工程項目取得設(shè)區(qū)的市級以上測繪地理信息行政主管部門認(rèn)可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

3．申請晉升丙級測繪資質(zhì)的，應(yīng)當(dāng)符合以下條件：近2年內(nèi)完成的測繪服務(wù)總值不少于50萬元，且有1個以上測繪工程項目取得縣級以上測繪地理信息行政主管部門認(rèn)可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

4．申請導(dǎo)航電子地圖制作或者互聯(lián)網(wǎng)地圖服務(wù)專業(yè)范圍的，不作測繪業(yè)績考核要求。

質(zhì)量管理

甲級測繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證；乙級測繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證或者通過省級測繪地理信息行政主管部門考核；丙級測繪資質(zhì)單位應(yīng)當(dāng)通過ISO9000系列質(zhì)量保證體系認(rèn)證或者設(shè)區(qū)的市級以上測繪地理信息行政主管部門考核；丁級測繪資質(zhì)單位應(yīng)當(dāng)通過縣級以上測繪地理信息行政主管部門考核。

申請互聯(lián)網(wǎng)地圖服務(wù)專業(yè)范圍的，不受前款規(guī)定限制。
